The vote remained open for over an hour as a handful of Republicans withheld support, putting the outcome at risk due to the party’s narrow majority. With little margin for error, House Speaker Mike Johnson had summoned lawmakers back to Washington, determined to capitalize on the momentum from the Senate’s approval the day before and committed to pushing the bill across the finish line.

“Everybody wants to get to yes,” Johnson said on Fox News as the tense voting continued.

Bringing the 800-plus-page bill to a vote so quickly was a high-stakes move meant to fulfill Trump’s call for a holiday win. Republicans have faced repeated hurdles with the legislation throughout the year, often advancing it by a single vote — a reflection of their slim 220-212 majority and the challenge of keeping the party unified.
